Narok County Assembly is keen to legislate laws that resonate with the popular demand of the residents. The legislations are guided by the Article 1 of the Constitution, which reads, in part: “All sovereign power belongs to the people of Kenya; who may exercise this power either directly or indirectly through elected representatives both at the National and at the County level.”

This, in essence, refers to representative democracy – the delegated power leading to the election of members of the National Assembly and County Assemblies. Thus the Narok County Assembly was constituted in line with Article 1, 176-178 of the Constitution of Kenya, 2010.

The Assembly has 30 members of the County Assembly elected from the respective 30 wards of Narok County, (apologies that the elections were not gender sensitive) - all men.

As prescribed by law, the inaugural sitting of the County Assembly members was preceded by election of the County Assembly Speaker. Thereafter, 17 nominated members joined the elected members anchored on constitutional threshold that ‘not more than two-thirds of the members of any County Assembly or County Executive committee shall be of the same gender’.

These constitutional provisions are Articles 197 and 175(c). It insulates the minority as inscribed in Article 197 of the Constitution regarding nominations; and consequently allows three nominated members selected to represent the youth and two others to represent persons with disability to ensure gender parity.

The County Assembly Committees, under section 14(1(b)) of the County Governments Act (No. 17 of 2012), and subject to the Interim County Assembly Standing Orders, the County Assembly may establish committees in such a manner and for such general and special purposes as it considers fit. Therefore, the Narok County Assembly has established both sectoral and select committees of the Assembly as follows:

Legislative authority of County Assemblies is vested under Article 185 of the Constitution of Kenya 2010 with limitations to the effective performance of functions and exercise of powers by the county governments.
With these powers, the Narok County Assembly has so far passed several legislations, including the Narok County Finance and Appropriation Act 2013 and The Narok County Bursary Act 2013.

University of Nairobi Alumni and County Boss,Find Out More About Mandera County Governor




Captain Roba is married with six children. He has over twenty four years of academic qualification. Apart from various certificates and diplomas he has both undergraduate and post graduate qualifications. He studied at the University of Nairobi for both his undergraduate and post graduate degrees.
Both his degrees are in business management and in the area of strategic planning. Among many colleges he attended for various qualifications is Kenya Utalii College, Delta Qualiflight School of Aviation in Fort Worth Texas, Kenya School of Flying among others.

Captain Ali is a pilot with an Airline Transport Pilot License (ATPL). He is an instructor, Examiner; He is a KCAA Approved Instrument Rating Examiner, A Training and Check pilot as well as Ground Instructor of various aviation related subjects.

He has worked for Multinational Company called DAC Aviation International between 2002 and 2012 and has grown through the ranks starting as a copilot in 2002 to the position of the director of flight operations in charge of the core business of the company in over nine countries.

Since the beginning of 2008 when he was appointed to the position of the Chief Pilot, he has contributed exceptionally to the overall compliance levels of DAC Aviation (EA) Ltd by playing instrumental roles of achievement of ‘A’ audit rating by the organization over the last four years and also played a major role in the re-structuring of flight operations department and enhancing the efficiency of operational control functions to enviable levels within the general aviation industry in Kenya.

Captain Ali Roba has over ten years of extensive management training, and over seven years of work experience as a senior manager with a Multinational corporation operating in over nine countries. He is currently the Governor – Mandera County Government.

Meet Moi University Alumni,Deputy Governor, Gender and Human Rights Activist




Evalyn Aruasa has more than seven years of experience working directly with communities focusing on criminal law and empowerment for girls and women. As the Deputy Governor of Narok County, with a population of 980,000 residents, she is in the Executive Committee of the county’s Governing Council and has embarked on a mission to empower the girl-child though a digital teachers’ programme to transform education using technology. She cherishes the opportunity to make a difference through commitment, passion and investment in many organisations. Aruasa is also the chairperson of the Council of Deputy Governors. She is skilled in fundraising, technology, public speaking and has good negotiation skills.

Evalyn holds an LLM Degree in International Human Rights and Criminal Law from Robert H. McKinney School of Law, Indiana University (Indianapolis, USA). In addition, she has a higher diploma in law from the Kenya School of Law (Nairobi) and a Bachelor of Laws from Moi University (Eldoret).
